Keisha A. Garner is the Owner and Managing Member of Garner Law PLLC. Prior to founding Garner Law PLLC, Ms. Garner was an attorney with the Department of Veteran’s Affairs, Board of Veteran’s Appeals, where she adjudicated appeals for denial of veterans’ benefits. After leaving the federal government, Ms. Garner joined the Washington, DC office of Whiteford, Taylor and Preston, where she served as general counsel to nonprofit associations and litigated and settled hundreds of civil lawsuits.

In her current practice, with a focus on education and advocacy, Ms. Garner strives to guide individuals through the complexities of family law, estate planning, and probate matters by developing comprehensive strategies, tailored to each client’s unique needs, which will secure legacies for the purpose of creating generational wealth.  She is passionate about the practice of law and is aware of the importance of building personal relationships with her clients. Ms. Garner is known for her personal approach to clients, her ability to gain her clients’ trust, and her aggressive, yet strategic approach to protecting their interests.

Education

Ms. Garner received her Juris Doctor from the University of Maryland School of Law School, where she received the Dean’s Award and served as an Associate Editor of the Journal of Business & Technology Law. She has worked as a law clerk at the U.S. Patent & Trademark Office, Equal Employment Opportunity Commission, and U.S. Department of Justice. Ms. Garner also interned for the Honorable James P. Salmon at the Court of Special Appeals of Maryland, Fourth Appellate Circuit.  In addition to interning for the Honorable Judge Salmon, Ms. Garner also worked as a student attorney in the Community Development Clinic at the University of Maryland School of Law.

 

Legal Community

Ms. Garner is an active member of the legal community and serves on various committees within her professional bar associations. She is a member of the Maryland State Bar Association, where she currently serves as a member of the Diversity, Equity and Inclusion Committee of the Estate and Trust Law Section (2022- present) and Section Council of the Estate and Trust Law Section (2023-present).  Her membership in the Maryland State Bar Association also includes her selection as a Bar Foundation Fellow (Class of 2020-2021), Leadership Academy Fellow (Class of 2015-2016), and service on the Diversity, Equity, and Inclusion Committee (2016-2017). Ms. Garner is a member of the J. Franklyn Bourne Bar Association where her service includes contributing as Treasurer (2018-2019), member of the Annual Scholarship Banquet Committee (2014-2017, 2022-present), member of the Nominations and Elections Committee (2024-present), member of the Judicial Nominating Committee (2021-present), member of the Women’s Committee (2016-present),[Book Scholarship, Community Service and Scholarship Tea subcommittees], and co-chair of the Public Relations Committee (2015-2016).  She is also a member of the District of Columbia Bar Association, where she served on the Practice Management Service Committee (2015-2018).  She is a also member of the National Bar Association, where she serves as a member of the Membership Committee of the Real Property Trusts and Estates Section (2024-present), and Director of Professional Development, Young Lawyers Division (2019-2020). Additionally, Ms. Garner is a member of Prince George’s County Bar Association, Phi Alpha Delta Law Fraternity, and served as treasurer to former Maryland Delegate, now U.S. Attorney for the District of Maryland, Erek L. Barron.

Community Service

In addition to serving on numerous committees that further the missions of the various organizations, Ms. Garner also provides volunteer and pro bono services to organizations that assist low-income residents of Maryland and the District of Columbia, including the Legal Aid Society of the District of Columbia, D.C. Bar Pro Bono Programs, Maryland Volunteer Lawyers Service, and the Pro Bono Resource Center of Maryland.  She also volunteers as a judge for the Maryland State Bar Association High School Mock Trial, and as a volunteer attorney for the D.C. Bar Youth Law Fair and First Baptist Church of Glen Arden’s Ask a Lawyer.
